What collapses the quantum wave function?

So what collapses the quantum wave function so that matter CAN exist?

Is it the conscious observer?

Or is it the measuring device?

If it's the measuring device.

Then who built the measuring device that collapsed the quantum wave function.

So that the universe could go bang.

So stars and planets could form.

So that rocks could evolve into people.

That are capable of building a measuring device to causing all of this to happen.

"If antirealism were correct, and nothing can meaningfully be said to exist unless it is observed by a conscious human being, then most of our commonsense beliefs and the most of science itself - such as the sciences of cosmology (to do with the Big Bang theory of the origins of the universe) and evolutionary theory (to do with the origins of the human species) - would have to be rejected.

Sciences that have to do with pre-human states of the universe would have to be rejected as false or even nonsensical.

If consciousness collapese the quantum wave function so that matter can exist. Then mind precedes matter or "Mind over Matter". Our current cosmology is based upon the absolutness of matter. Big bang matter can into existence. Matter created everything stars planets form. Matter created life abiogenesis. Matter evolved into higher forms of life evolution. If consciosness collapese the quantum wave function then consciousness - life precedes matter. So if consciousness collapses the quantum wave function to form matter then consciousness would precede matter. Now if consciousness can precedes matter which it must if it collapses the quantum wave funcgtion to create matter then consciousness can not derive it's existence from matter. Consciousness must be able to exist in a state free of physical existence(matter) as we know it. This also ties in to an after life. A component of nearly all religions on earth. For an after life to be possible requires you consciousness to continue after you body dies. For you consciouness to exist free from your body(matter).
